Where does it get my location?

From the home location you set on the Weather source's own page, under Settings > Your data. If you have not set one, it falls back to the centre of your most recent GPS activity, and says so when there is nothing to go on. If the rain radar cannot be drawn, the page tells you that and says the rest of the forecast still works.
